Malta Council for Science and Technology (MCST)

Set up in 1988, the Council is the national advisory body to Government on science and technology policy, with an emphasis on research and innovation and is part of the Prime Minister’s portfolio.

 

MCST's work focuses:

  • advising Government on science, technology, research and innovation policy
  • coordinating EU and international links in science, research and innovation,
  • encouraging and supporting participation in FP7 as the National Contact organization,
  • running the National Research and Innovation (R&I) Programme
  • science popularization and outreach

 

The Council’s Board of Directors is made up of representatives from Government, the University of Malta, the Malta College for Arts, Science and Technology, Malta Enterprise and other private entities. MCST is responsible for identifying and addressing major science and technology challenges and issues of strategic importance for Malta through the development of coherent and sustainable policy visions and initiatives. MCST plays a key role in developing the strategic framework and enabling environment for stimulating increased private and public R&I investments.

Efforts target strategic coordination of R&I policy across Ministries and public entities through joined up policies. In 2006 MCST launched the National Strategic Plan for R&I 2007-2010 which has served as a common reference guiding investments in research, innovation and education and support to industry. The Strategy is currently being revised to address challenges up to 2020. MCST represents Government in various fora at European and international level including ESFRI (European Strategic Forum on Research Infrastructures), CREST (Scientific and Technical Research Committee) and Joint Research Centre (JRC). MCST is also seeking to position Malta on the international R&I map both in a European as well as a Mediterranean context through collaboration with international research organizations, collaboration with other Member States on research projects and supporting participation in brokerage events.
