Some of the key operating lines of the Agency are water resources management, consultancy in issues concerning farming, livestock, fishing, food, agriculture and the rural sectors, which include prospective studies broken down by sectors as well as by territories, market studies, estimates of surface areas and productions in Andalusian agriculture, drafting of strategic plans, monitoring and evaluation of policies, plans and programmes, creation and development of observatories, among others.

For almost 25 years, AGAPA has been working on a series of policies aimed at modernising and improving water management in agriculture. The ultimate goal is to optimise the social, economic and ecological potential of irrigation water by improving irrigation and its management structures. Furthermore, the Agency also plays an important role in the design of policies and, in particular, in the planning and implementation of irrigation policies.
